Christy Joiner-Congleton, Chair
Ms. Joiner-Congleton is a scientist, entrepreneur, and President and CEO of Stics Inc. Prior to founding Stics in 2004, Christy founded Stone Analytics in 1998, and served as President and CEO. She was also instrumental in creating industry-leading analytic software products for FICO and Risk-Wise. With more than 25 years of data analysis and forecasting experience, she has designed and released multiple software and analysis products.
A former Regents Fellow at the University of California, San Diego (UCSD), Christy completed the coursework for a Ph.D. She also has bachelor’s and master’s degrees in business from Southern Illinois University Edwardsville (SIUE), with specializations in economics and applied econometrics.
Christy is a longstanding member of the American Computing Machinery, American Economic Association and San Diego Software and Internet Council (SDIC), where she previously led the government industry and analytic groups. Ms. Joiner-Congleton serves as a Director on the Edgeware Analytics Board.
Terry Bibbens, Director
Mr. Bibbens is a government expert and small business advocate. Terry is a managing partner at Homeland Venture Partners, which focuses on supporting small businesses and universities, and assisting them in leveraging technologies for government use.
After retiring from a successful 34-year career as CEO of several defense intelligence and electronics companies, Terry served 6 ½ years as the Entrepreneur in Residence in the Office of Advocacy, U.S. Small Business Administration (SBA), under both the Clinton and Bush Administrations. In this position he provided senior-level national policy guidance on issues affecting high-technology industries and growth companies.
Terry currently sits on the boards of several emerging technology companies in the areas of cyber security, GIS, and intelligence. He is the Board Chairman of ACE-Net and a board member of the Small Business Technology Coalition (SBTC).
Richard Carson, Director
Mr. Carson is a distinguished and widely published econometrician with deep expertise in analytics applied to many industries. Richard is a former Chair of the Department of Economics at UCSD, and is presently a full Professor at UCSD.
His prior experience includes being a faculty research fellow of the National Bureau of Economic Research (NBER), Senior Fellow at San Diego Supercomputer Center, and research director for International Environmental Policy at the University of California Institute on Global Conflict and Cooperation.
Richard received a Ph.D. in resource economics and M.A. in statistics from the University of California, Berkeley in 1985 and an M.A. in international relations from George Washington University in 1979.
Richard serves as the President of the Association of Environmental and Resource Economists and has been a consultant to numerous non-profit organizations, major corporations, and government agencies including the Environmental Protection Agency (EPA) and Electric Power Research Institute (EPRI). He is the author of numerous books and is published widely in professional journals.
Tom Sammon, Advisory Board Member
Mr. Sammon is a seasoned software, data, and analytics industry expert and successful entrepreneur. Tom is a former Vice President of America Online (AOL) Products, co-founder of PersonaLogic, a Web-based consumer-oriented decision service, and also co-founder of InfoVector Corporation, which sold to America Online in 1998.
He is advisor to several high-tech companies and a consultant to companies ranging from computer software and wireless communications to healthcare and oil and energy.
Tom received his B.A. in Management Science in 1984 from UCSD, his M.S. In Operations Research in 1986, and completed his Ph.D. coursework from Stanford University.
Michael D. Reynolds, Advisory Board Member
Mr. Reynolds is a seasoned financial executive with experience across the spectrum of business planning and modeling, finance, operations, administration, sales, and marketing who currently serves as the Chief Financial Officer of ClosingCorp, Inc., an early stage information services company. Mr. Reynolds’ expertise includes all facets of corporate finance and accounting, with particular emphasis on business capitalization, activity based costing and steering companies through periods of rapid growth. He also brings significant compliance and corporate governance skills to Stics.
During his 20+ year career Michael has held vice president and executive vice president level positions and served as Chief Financial Officer for several Southern California-based software and technology services companies. These include ProfitLine, Inc.; SeminarSource; WebSideStory, Inc.; Elemental Software; Data Tree Corporation and Interactive Group, Inc.
He also spent four years at Fujitsu Systems of America, Inc. as assistant controller. Prior to that Michael launched his career as a manager at PriceWaterhouseCoopers LLP.
Mr. Reynolds is a Certified Public Accountant in the state of California. He earned his M.B.A. from San Diego State University and his B.S. from the San Diego State University School of Accountancy.
